Universitat de València is a public university with more than 65.800 students, 3.800 members of teaching and research staff and 1.800 administrative and services personnel. 

IRTIC (Institute of Robotics and Information and Communication Technologies) is a Research Institute of the UVEG that covers different disciplines connected with the field of information and communication technologies.

Currently IRTIC is a multidisciplinary group that brings together over 80 professionals, all graduates among professors, part time professors and research personnel. The work carried out from the beginning has made IRTIC to be a Spanish group of reference in areas such as consultancy on telematics, simulation, virtual reality, development of ITS, and strategic consultancy in project management, and advanced information system development and maintenance for administrations. IRTIC has been participating in previous related approved CEF Telecom projects, such as POOL-TSPs (2017-EU-IA-0154), FACe (2016-ES-IA-0117), ICELAND-INV18 (2018-EU-IA-0056) AS4EDI (2018-EU-IA-0060), EURINV19 (2019-EU-IA-0037), AS4EDI19 (2019-EU-AI-0012) amongst others.

Its main role in the project is to manage the action, preparing the final technical and financial reports, supporting the participants in the implementation of the solution and coordinating the dissemination activities of the project.

Ayuntament de Torrent

Torrent is a city located in the province of Valencia, in eastern Spain. With over 80,000 inhabitants, and a municipal area of 69km2, it is one of the most populated cities in the region. The medieval Moorish tower is the town's emblematic monument, dating back to the 10th century. Its economy is largely dependent on agriculture and services. And it enjoys a privileged location for land, sea and air communications.

Torrent's Sustainable and Integrated Urban Development Strategy (EDUSI Torrent) for the period 2014-2020, is a testament to the city's ambitions to transform itself into a smart city. Co-financed by the European Regional Development Funds (ERDF), the EDUSI Torrent programme is managed by the City Council and consists of actions built around thematic areas that have been developed through collaboration between public, private and citizen actors. The city also adopted smart solutions to optimise Torrent's daily resource management system, helping administrations to be more efficient and improving citizens' access to information.

With such initiatives already in place, participation in the ICC will help the city to further realise its ambitions to become a sustainable and digitally-driven city to improve the quality of life of its inhabitants.

Ayuntamiento de Alcobendas

Alcobendas is a municipality in Spain belonging to the Community of Madrid, the municipality, which has an area of 45.27 km², 5 has, according to the INE municipal register for 2015, 113,055 inhabitants and a density of 2,497 inhabitants / km².

The Organization for Economic Cooperation and Development (OECD), in its latest report on the Madrid region, highlights the city of Alcobendas as one of the region's economic assets. Thus, two characteristic factors of the city are mentioned: the large investment made in territorial infrastructures and the high degree of business development, fostered by the location in its technology parks of numerous research centers and production plants.

Alcobendas is a city with a high level of equipment and services, in quantity and quality, both public and private. Museums, auditoriums, sports centers, civic centers, cultural and commercial centers, sanitary equipment, teachers, and the elderly.

Alcobendas City Council is committed to the culture of quality as a form of management. It works with the European Model of Excellence as a reference standard, where quality tools (indicator systems, process management, ISO certifications, letters of commitment, measurement thanks to the city's observatory, economic laboratory, and economic compass) are fully integrated into the daily work of the institution.

Deputacion de Ourense

The Deputation de Ourense is the local institution with competencies, in terms of the legislation of the State and the Autonomous Communities. In the matters described in article 36 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, among which are:

• The coordination of municipal services with each other to guarantee the comprehensive and adequate provision in the entire provincial territory of the services of municipal competence.
• Legal, economic, and technical assistance and cooperation to the Municipalities, especially those with less financial and management capacity. In any case, it will guarantee in municipalities with less than 1,000 inhabitants the provision of secretarial and intervention services.
• The provision of public services of a supra-municipal and, where appropriate, supra-regional nature and the promotion or, where appropriate, coordination of the unified provision of services of the municipalities of their respective territorial area. In particular, it will assume the electronic administration services and centralized contracting in cities have a population of fewer than 20,000 inhabitants

In the exercise of said powers, he may promote all kinds of activities and provide all public services that contribute to satisfy the needs and aspirations of the neighborhood community.

As for the number of employees, it is currently around 700.
