SCOPE AND OBJECTIVES

The eID4Spain2020 Action aims to promote the uptake and use of the eID DSI by supporting local and regional Spanish public administrations in meeting the requirements of the eIDAS Regulation. More specifically, by using the Spanish eIDAS node to facilitate access of European citizens and businesses to public services provided by local and regional authorities in Spain.

Under this Action, the participating public entities will connect their eGovernment portals to the Spanish eIDAS node, allowing citizens from the other Member States to authenticate and access the provided electronic services on similar terms to Spanish citizens. The cross-border authentication will enable the electronic portals to accept eIDs from the other Member States in a reliable and secure identification and authentication environment established by the eIDAS Regulation.

The Spanish eIDAS node was implemented by the national government in previous CEF eIdentification Actions. The eIDAS node service is available in the latest version of Cl@ve -Cl@ve 2.0- which is the main Spanish eGovernment solution used by local, regional and national public electronic services to authenticate citizens.

The eID4Spain2020 consortium is represented by relevant public service areas in Spain: Two local city council (Ayuntamiento de Torrent and Ayuntamiento de Alcobendas) and a regional public administration (Diputación de Ourense). The eID4Spain2020 Action will allow their solutions to be adapted to connect to Cl@ve 2.0 according to the new interfaces and requirements specific to the use of the Spanish eIDAS node.

The scope of this Action is to connect the three eGovernment portals to Cl@ve 2.0 and then use the Spanish eIDAS node service to allow secure authentication of users from any Member State and, thus enhancing the electronic services provided to European citizens.

In summary, with this Action, the regional public administrations of the eID4Spain2020 consortium will start to use the eIDAS node network to meet the eIDAS Regulation regarding the secure authentication of European citizens in their electronic services, which are already daily used by several Spanish citizens. Furthermore, all participants will disseminate the Action and the obtained results to reach other Spanish and European public entities interested in following their example shortly.
